Study: Subsidies Change Incentives for Adoption of Foster Children
The structure of a federal program that provides monthly subsidies to promote the adoptions of special needs children in foster care may actually be delaying some adoptions, according to a new study by University of Notre Dame economist Kasey Buckles.
Forthcoming in The Journal of Human Resources, Buckles’ study shows that the number of adoptions increases when children become eligible for an adoption subsidy, and most of the increase is from adoptions by foster parents. However, the age of subsidy eligibility for children varies by state since states can choose how they define a special needs child. As a result, children in some states become subsidy eligible at age 2, while others are not eligible until age 12. Click here for more information.

Professor and editor of Land Economics, Daniel W. Bromley has received the Reimer Lüst Award for International Scholarly and Cultural Exchange. The award is given by the Alexander von Humboldt Foundation and the Fritz Thyssen Foundation to recognize outstanding humanities scholars and social scientists who have promoted bilateral relations between Germany and their own countries.
Bromley, an emeritus professor of agricultural and applied economics at the University of Wisconsin-Madison, found out about the award, fittingly, in November while teaching at Humboldt University of Berlin.
“I was really stunned,” Bromley says.
Award winners are invited to spend up to a year in Germany and given 50,000 Euros ($74,000) to help with expenses. They also have the opportunity to conduct research projects of their choosing with specialist colleagues in Germany. The award will be given at a June ceremony hosted by the president of Germany. We are pleased to announce that Spencer Banzhaf has won the Best Article in the History of Economics Prize for 2009, presented by the History of Economics Society, for his article "Objective or Multi-Objective? Two Historically Competing Visions for Benefit-Cost Analysis," (Land Economics, 85:1, p. 3-23, http://le.uwpress.org/cgi/content/abstract/85/1/3) David Levy, chair of the Best Article Committee at the History of Economics Society, had this to say:
For the past 15 years, the History of Economics Society has awarded a prize for the best article published in the previous year. This year there were over two dozen articles nominated. The committee selected Spencer Banzhaf's paper on benefit-cost analysis. One member, who described the paper as "fascinating," wrote a brief summary that nicely catches the contribution: "Banzhaf [studies how] the benefit-cost instrument was itself the object of debate; and the outcome of that debate is cast as a reflection of the fundamental differences in perceptions regarding the capacity of political institutions to reach socially optimal decisions regarding competing policy goals."

Special issue Contemporary Literature and the State (Vol. 49 #4), challenges the critical opposition between the monolithic state and individual artist. The volume collects essays on writers as different as Samuel Beckett and Ngozi Adichie and covers historical and geographical contexts from Yorkshire to Singapore, San Francisco to Cape Town. Featuring new and established critical voices, Contemporary Literature and the State is an important new contribution to debates about the politics of literature, coming at a time when state power appears both more arbitrary and more necessary than ever. Landscape Journal announces new editorial team.
At the annual meeting of the Council of Educators in Landscape Architecture (CELA), the executive council named David Pitt and Lance Neckar, professors in the Department of Landscape Architecture at the University of Minnesota, as co-editors of Landscape Journal. The Minnesota team outlined an approach which expands the paths to authorship for the faculty of the future. In addition, a moderated blog, genius loci, will be developed which will promote expanded discourse across academic and professional territories and countries, offer enlarged opportunities for critical exchange, networking and mentorship, and expand the capacity for the publication of imagery, especially in color. The best-of-the-best submissions to genius loci will find their way to more developed manuscripts. These will, in turn, be presented in moderated sessions on emerging and focused issues at CELA meetings, into peer review, and then into the pages of the Journal.
The editorial team also includes Vince deBritto, managing editor and editor of genius loci, and Sara Grothe, editorial assistant.

Landscape Journal wins ASLA 2008 Communications Award of Honor
“A very elegant communications piece for the profession. Landscape Journal has great value for expanding the body of knowledge for landscape architecture. In its 25th anniversary, it really rises to the level of landmark status.”
—2008 Professional Awards Jury Comments
The world’s premier peer-reviewed journal in landscape architecture, Landscape Journal: Design, Planning, and Management of the Land has chronicled the evolution of academic discourse for over twenty-five years. Sponsored by the Council of Educators in Landscape Architecture, Landscape Journal disseminates emerging scholarship relevant to academics and practitioners.
With contributions from practitioners and academics from both inside and outside landscape architecture, the Spring issue of the anniversary volume (26:1) highlights “Race, Space & the Destabilization of Practice” in landscape architecture.... The Fall issue (26:2) features a smaller theme group on “Modern Manifestos” in landscape architecture, along with an eclectic set of articles on topics ranging from the sacred groves of Greece, to modern lifestyle centers, and a Civil-War themed subdivision in suburban Ohio. This characteristic mixture of themes and topics is crucial to maintaining the liberal value of Landscape Journal to the field of landscape architecture.
Over the course of its twenty-five year history, prized special issues on Nature, Form and Meaning (1988), Landscape and the Avant-Garde (1991), Women, Land and Design (1994), and Eco-Revelatory Landscapes (1998), have recently been joined by special issues on Cross-Cultural Education (2005) and Metropolitan Ecology (Spring 2008), to mirror an evolving sense of mission in the field.
